TPAR Compliance & Xero Health Check for a Domestic Cleaning Business

Outcome

Fully ATO-compliant with a clean Xero file, all outstanding BAS and TPAR returns lodged, subcontractor payment tracking established, and zero penalties.

The Situation: Overdue BAS and Missed TPAR Obligations

A sole operator running a domestic cleaning business in Brisbane approached Y&S Accounting after receiving a warning notice from the ATO regarding overdue Business Activity Statements (BAS). The business had been operating for two years using Xero, but the file had never been properly set up or maintained — resulting in unreconciled bank accounts, incorrect GST coding, and a backlog of unlodged BAS returns.

A further review revealed a second compliance issue: the business regularly engaged subcontractors to assist with larger cleaning jobs, but had not been tracking these payments correctly in Xero. Payments to subcontractors had been coded as general expenses rather than as contractor payments, and the business had never lodged a Taxable Payment Annual Report (TPAR). Under ATO rules, businesses in the cleaning industry that pay contractors for services are required to lodge a TPAR each year, reporting the ABN, name, and total payments made to each contractor. This obligation had been overlooked entirely since the business started trading.

The client had been attempting to manage their own bookkeeping without formal training, which had led to duplicated transactions, incorrectly coded income and expenses, untracked subcontractor liabilities, and a growing sense of anxiety about their overall tax position.

Our Approach: Xero Health Check, BAS Lodgement & TPAR Compliance

We began with a comprehensive Xero health check, reviewing the entire file from the date of business registration. This involved reconciling all bank accounts, identifying and correcting duplicate or miscoded transactions, and establishing a clean chart of accounts appropriate for a service-based cleaning business.

Addressing the subcontractor and TPAR issue required a separate review of all payments made to contractors over the two years of trading. We identified each contractor, verified their ABN details, and reconstructed the payment history from bank records and Xero transaction data. This allowed us to prepare and lodge the overdue TPAR returns directly through the ATO portal, bringing the business into compliance retrospectively.

Key steps in the engagement included:

  • Full bank reconciliation from business inception to current date
  • Correction of GST coding across all income and expense transactions
  • Reclassification of subcontractor payments to the correct Xero accounts and categories
  • Review and amendment of previously lodged BAS returns where errors were identified
  • Preparation and lodgement of all outstanding BAS returns through the ATO portal
  • Reconstruction of subcontractor payment history and preparation of overdue TPAR returns for all prior financial years
  • Lodgement of all outstanding TPARs through the ATO Business Portal
  • Setting up dedicated Xero expense accounts and bank rules to correctly capture and track subcontractor payments going forward
  • A one-on-one Xero training session covering both general bookkeeping and TPAR obligations, so the client could maintain compliance independently

The Outcome: Fully ATO-Compliant, No Penalties

Within four weeks, the business was fully compliant with all ATO obligations. All outstanding BAS returns were lodged, and all overdue TPARs were submitted for the relevant financial years. The ATO warning notice was resolved without penalty, and the ATO's records for the business were brought fully up to date.

The corrected Xero file gave the client an accurate picture of their business finances for the first time, including a clear view of GST liabilities, net income, and the true cost of subcontracted labour. A dedicated subcontractor tracking process was put in place in Xero, ensuring every future contractor payment is captured correctly and TPAR preparation at year-end becomes a straightforward task rather than a crisis.

The client now operates with confidence, using Xero's bank feed and automation tools to keep their records up to date on a weekly basis. Annual tax time — including both BAS lodgement and TPAR — is no longer a source of stress.
